Phones, HPE Switches vs Cisco, and General Cable Cat6: A Procurement Story

On a Tuesday morning in March 2024, our office manager stuck her head in my office and asked the question that started this whole thing: “Our phone vendor says we need new cabling before the new phones go in. Is that in the budget?”

I manage procurement for a 240-person software company. We spend about $320,000 a year on IT and facilities, and my job is to challenge requests like that. So I pulled the cabling spec, looked at our existing Cat5e, read three vendor pages, and told her no.

That was my first mistake.

The phone upgrade that started it all

We were replacing old Polycom phones with new Poly Edge E550s. Power over Ethernet, standard 802.3af, nothing exotic. Cat5e can handle 1 Gbps and PoE without sweating. (It can.) The phone vendor wanted Cat6 anyway, which felt like padding their margin.

Everything I'd read said Cat5e is enough for VoIP phones. In practice, I found that the question isn't about the phone sitting on the desk. It's about everything else that lives on the same cable plant.

Our network engineer explained it in one sentence: “We're pulling 42 new drops anyway. If we pull cable now, we're not pulling again when we add Wi-Fi access points or cameras.” He was right.

The material difference, based on a distributor quote in June 2024, was roughly $1,800 for 12,000 feet. Labor was the same. The cable goes in once. That made the Cat6 premium look a lot less like waste and a lot more like insurance.

Why I stopped arguing about Cat6

I still wasn't sold. $1,800 is real money, and I'm the one who ends up explaining budget overruns. Then our contractor pulled three reels from the supply house for comparison. One was Cat5e, one was generic Cat6, and one was General Cable Cat6.

The price gap between the generic Cat6 and General Cable Cat6 was about 8% on that quote. Not enough to matter. But the labels told a different story. The generic reel had a brand I'd never heard of and a “compliant” sticker without any standard listed. The General Cable Cat6 reel had a lot number, a spool length, and an ANSI/TIA-568.2-D certification on the label. That missing standard on the generic reel was a red flag.

Cat6 is rated for 250 MHz in the TIA standard, compared to 100 MHz for Cat5e. In a building with Wi-Fi 6E access points and PoE cameras, that headroom is worth more than the cable's price. But I didn't know that until the engineer wrote it in a terse, all-caps email.

Also surprising: the General Cable reel said General Cable Marion Indiana on it. I know General Cable has been around forever—the company's roots go back over 150 years, and Prysmian acquired it in 2018 (Source: Prysmian Group). Seeing an Indiana address on telecom cable in 2024 still made me pause.

The HPE switches vs Cisco debate

While the cabling quote was being sorted out, the same project needed switches. We had 16 aging Cisco 2960s in closets around the building. The network engineer wanted HPE Aruba. The IT director liked Cisco. I got asked to mediate, which in procurement language means “tell us how to spend less without breaking anything.”

As a cost controller, I assumed Cisco would win. We'd used Cisco for 12 years. Everyone knows Cisco. But when the quotes landed in my inbox, the gap was way bigger than I expected.

The Cisco quote was for Catalyst 9200L 48-port PoE switches with DNA Essentials licenses. The HPE quote was for Aruba CX 6100 48-port PoE switches. Same reseller, with quotes dated April 3 and April 7, 2024. Cisco: $31,800 total. HPE: $21,400 total. That's a 33% difference before we factored in support.

The TCO spreadsheet made it even clearer. The initial difference was $10,400 ($31,800 minus $21,400). Over five years, the Cisco quote also included $3,200 in support renewals and another $2,400 in license renewals. Those aren't optional if you want the software updates. The numbers said HPE. My gut said Cisco. I've been burned by “cheaper and fully compatible” products before. And changing switch vendors means re-training a small IT team, rewriting config templates, and explaining to a director why we're leaving a brand that has worked for more than a decade.

So we compromised. We bought one HPE switch to test for 30 days in a low-traffic area. That test unit ran for a month without a single issue. Then we ordered the rest. We kept one Cisco switch as a spare—partly for safety, partly because the team wasn't ready to say goodbye.

What actually happened when the phones went in

Installation took eight days in June 2024. Contractors pulled the new cable through the ceiling, terminated the jacks, and tested every drop for wiremap, length, and return loss using a Fluke DSX-8000. All 42 passed. The new Poly phones registered to the network on the first try, and the daisy-chained PCs each got 1 Gbps without a hiccup.

One thing did catch me off guard. The General Cable Cat6 delivered exactly what it said on the reel. Every box had the same batch number and the same printed jacket. The contractor said he couldn't remember the last time he had zero wasted cable, which is either a compliment or a scare—I'm not sure which.

The bottom line for anyone comparing switches, cable, or both

I don't write this to sound smart. I wasted a week arguing about a spec that barely moved the project budget. But the arguments produced a few rules I still use:

  • If you're pulling new cable for phones, pay the Cat6 upcharge. The labor is the same. The material difference is small when you look at total project cost. In new drops, it's close to a no-brainer. General Cable Cat6 isn't magic, but it's traceable and it met the spec we asked for.
  • Compare HPE switches vs Cisco with a TCO spreadsheet, not a logo. In our case, HPE was 33% cheaper and had a longer warranty. Cisco is a solid product. It was just priced like one.
  • Ask where the cable is made. The General Cable Marion Indiana address on the reel wasn't nostalgia. It meant local availability and a lot number we could trace if something went wrong.
  • Tell someone what you're thinking before you decide. The network engineer's “we're not pulling again” comment taught me more than any spec sheet.

The customer-education side of me has changed too. I'd rather explain the trade-off in 10 minutes than deal with mismatched expectations later. An informed customer asks better questions and makes faster decisions.
